Development planning in Ecuador aligns public policies and investment priorities with the population's needs. Linking planning to the budget enables national objectives to be translated into programs and services with defined resources and targets. This research aimed to analyze the alignment between planning instruments and the processes of budget programming, allocation, and execution, taking into account institutional coordination, the relationship between targets and resources, and monitoring and evaluation mechanisms. To this end, a systematic literature review was conducted following PRISMA 2020 guidelines, allowing for the identification, selection, and synthesis of scientific evidence related to the topic. The studies reviewed highlighted difficulties in connecting development priorities with available funding and execution timelines. They also underscored the need to estimate intervention costs and assess the institutional capacity required to implement them. The study concluded that enhancing public management efficiency required greater coherence among planned commitments, financial backing, and realistic execution capabilities, while remaining attentive to citizens' needs.
